+
+## Resolve scope and read first
+
+- Keep Knowledge entries separate from Notes pages and private Quick Notes.
+  Quick Notes are scratch notes, not confirmed Knowledge.
+- Use the exact personal, organization or project scope. Personal and
+  organization contexts use current; project scope uses the returned exact
+  project code.
+- For context, use shd_get_knowledge_context or the matching URI-addressed
+  resource. Use shd_list_knowledge_entries to find candidates and
+  shd_get_knowledge_entry before editing a specific entry.
+- Preserve source references and distinguish confirmed entries from drafts.

+- Create or edit a draft only when asked. A discussion capture creates a draft;
